JPJ seatbelt enforcement Malaysia 2025 mandatory all passengers private cars

The Road Transport Department (JPJ) will soon enforce mandatory seatbelt use for all drivers and passengers in private vehicles nationwide, according to JPJ director general Datuk Aedy Fadly Ramli.

This new JPJ seatbelt enforcement Malaysia 2025 initiative comes after successful implementation of similar rules for express and tour buses since July 1, 2025. 

Malaysian drivers and passengers who fail to comply with the new seatbelt rules may face fines up to RM300 under the Motor Vehicle Rules. For drivers looking to ensure their used car meets safety standards, this enforcement will affect all private vehicles regardless of age or model.

JPJ is currently running awareness campaigns to highlight the necessity of seatbelt use for all occupants, with the official enforcement date to be confirmed soon.

While seatbelt laws for drivers and front seat occupants have existed since 1978, and rear seat passenger rules since 2009, enforcement has been inconsistent. 

This strengthened approach means all passengers in private cars, including those in ride sharing vehicles and family cars, must buckle up or face penalties. Recent studies show only 11% of Malaysian road users wear rear seatbelts despite regulations being in place since 2009. JPJ recognizes that unrestrained passengers become deadly projectiles during accidents and can cause airbags to malfunction.
