A vehicle registration number can hold sentimental or personal value. It may contain a memorable sequence, represent an important date or simply be a number that you have used for many years. When replacing your current vehicle, you may therefore wonder whether the same number plate can be transferred to your new car.

In Malaysia, the answer is yes, but the transfer must follow the procedure set by the Road Transport Department Malaysia, commonly known as JPJ. You cannot simply remove the physical plates from your existing vehicle and install them on another car. The registration records must first be officially updated.

How number plate transfers work in Malaysia

JPJ describes this transaction as the transfer of a vehicle registration number. It involves moving the registration number from an existing registered vehicle to a vehicle that has not yet been registered.

Once the application is approved, the existing registration number is assigned to the new vehicle. The original vehicle will then be allocated another registration number. This allows the original vehicle to remain legally registered and used or sold after the transfer is completed. 

This arrangement is sometimes informally referred to as a number plate interchange. However, it is important to distinguish the official transfer process from simply swapping physical number plates between two vehicles, which does not change the vehicles’ registration records.

The new car must not be registered yet

One of the most important JPJ conditions is that the receiving vehicle must not have been registered. This means you should inform the car dealer or sales representative that you intend to use your existing number before the dealer completes the new vehicle’s e-Daftar registration. Once the new car has already been registered under another number, it may no longer qualify for this standard transfer procedure.

The transfer should therefore be planned before the new vehicle is delivered or registered. Buyers should avoid assuming that the process can be completed after collecting the car.  A used car that already has its own registration number would generally not meet this particular requirement because it has already been registered.

Both vehicles must have the same owner

JPJ requires the original vehicle and the new vehicle to belong to the same registered owner. The transfer may be submitted by the registered owner or an authorised representative, but the ownership details of both vehicles must match. 

For example, a person normally cannot transfer a registration number from a car registered under a parent’s name directly to a new car registered under their own name using this procedure. Owners should also avoid transferring ownership of or selling the existing car before completing the number transfer. If the old vehicle is no longer registered under the same owner, the basic ownership condition may not be fulfilled.

Does the old car need a PUSPAKOM inspection?

The original vehicle must undergo a PUSPAKOM inspection so that its identity can be verified. JPJ accepts the relevant B2 or B5 inspection report for the existing vehicle. The new vehicle generally does not require a PUSPAKOM inspection. However, JPJ states that an inspection may be required for imported vehicles and certain other applicable vehicle categories. 

Owners should arrange the inspection early enough to avoid delaying the registration of the new car. The vehicle’s chassis number, engine number and other identifying details should match the information in the official registration records.

The existing car must be free from blacklists

The original vehicle must not be blacklisted by JPJ or the Royal Malaysia Police. Any restrictions affecting the vehicle should be checked and resolved before the registration number transfer is submitted.  A blacklist may prevent the transaction from being processed even when the ownership and inspection requirements have been satisfied.

Owners should also check whether there are unresolved administrative issues involving the vehicle, such as inaccurate ownership details or records that need to be updated.

Documents required for the number plate transfer

For the new vehicle, JPJ’s published procedure includes two copies of the e-Daftar checklist, two electronically printed copies of Form JPJ K1 and the applicant’s identification documents. Additional documents may be required for imported vehicles, vehicles for persons with disabilities, green diesel vehicles or vehicles using a successfully reserved registration number.

For the original vehicle, the required documents include two copies of Form JPJ K1E, two copies of Form JPJ K1A, the relevant identification documents, the original Vehicle Registration Certificate or VOC and the PUSPAKOM B2 or B5 inspection report.

An authorised representative must also bring their original identification document and a copy. Additional Customs approval may be required for vehicles involving Langkawi or Labuan.  Requirements may differ depending on the vehicle category and circumstances. Owners should confirm the final checklist with JPJ, their car dealer or an authorised registration representative before submitting the application.

What happens to the old car?

Your old vehicle does not become unregistered after its existing number is transferred. Instead, JPJ assigns another registration number to it.

The replacement number must be properly reflected in the vehicle’s records, insurance documentation and physical number plates before the vehicle continues to be used. The old plates should not remain displayed after the number has officially been assigned to the new car.

When selling the old vehicle, provide the buyer with its newly assigned registration details rather than the number that was transferred to your new car.

What happens to the insurance and road tax?

The vehicle registration details used by the insurer must match the updated JPJ records. According to JPJ’s procedure, the e-insurance date for the new vehicle becomes available after the registration number transfer has been processed.  Owners should coordinate with the dealer and insurance provider so that the new car is insured under the correct registration number before it is driven.

The old car’s insurance and road tax records may also need to be updated to reflect its replacement registration number. Do not rely solely on the physical number plates, as insurers and enforcement authorities refer to the official vehicle records.

Are there fees involved?

JPJ states that prescribed fees apply to the number transfer and vehicle registration process. The total amount may depend on the vehicle type, registration arrangements, ownership claims and any related inspection or administrative services.

Owners may also need to budget for the PUSPAKOM inspection, new physical plates for the original vehicle and any dealer or runner service charges. Request a clear cost breakdown before authorising a dealer or representative to handle the transaction.

How long does the process take?

JPJ’s customer charter lists one hour as its service target for a registration number change application at the transaction stage. However, this does not necessarily include the time needed to arrange the PUSPAKOM inspection, prepare documents, resolve blacklists or coordinate the registration of the new car.  Starting the process early can reduce the risk of delaying the collection or registration of the new vehicle.

Common mistakes to avoid

One of the most common problems is allowing the dealer to register the new car before informing them about the intended number transfer. Another is selling the old vehicle before the transfer has been completed.

Owners may also face delays when the old vehicle has not passed its identity inspection, has an active blacklist or has registration details that do not match the supporting documents.

The safest approach is to tell the dealer about the existing number at the beginning of the purchase process. The dealer can then coordinate the transfer with the new vehicle’s e-Daftar registration.

Is keeping your existing number plate worthwhile?

Transferring a registration number may be worthwhile when the number is personally meaningful, easy to remember or difficult to replace. It may also save you from giving up a valuable or specially selected number when changing vehicles.

However, the process requires planning. The receiving vehicle must remain unregistered, both vehicles must be under the same owner and the existing vehicle must satisfy JPJ’s inspection and blacklist requirements.
