Expired licence and BUDI95: What Malaysian drivers need to know

An expired driving licence does not always mean a Malaysian immediately loses access to subsidised RON95 under BUDI95. The answer depends on how long the licence has been expired. In an official clarification dated 26 March 2026, the Road Transport Department, or JPJ, said a Malaysian driving licence is still classified as active for BUDI95 purposes when it expired no more than 36 months ago. During this period, the licence holder remains eligible for BUDI95 and may renew the licence directly without taking an additional driving test.

However, this does not mean the licence holder is legally allowed to drive. JPJ separately stressed that anyone operating a motor vehicle must hold a driving licence that is currently valid and has not expired.

Can an expired licence still qualify for BUDI95?

Yes, provided the licence has not been expired for more than 36 months. This special definition of an active licence applies to BUDI95 eligibility. It gives motorists a limited period during which their subsidy eligibility may continue while they arrange to renew their licence.

For example, a licence that expired 18 months ago may still be classified as active for BUDI95. A licence that expired more than 36 months ago will no longer meet the programme’s active licence requirement.

The distinction is important because being active for BUDI95 and being valid for driving are not the same thing. Even when the petrol subsidy remains available, the licence holder must not drive on public roads until the licence has been renewed.

What is BUDI95?

BUDI MADANI RON95, commonly known as BUDI95, is Malaysia’s targeted subsidy programme for RON95 petrol. Eligible Malaysian citizens use their MyKad to access the subsidised price.

The official BUDI95 portal states that individual recipients must be Malaysian citizens holding a MyKad and an approved active driving licence. Qualifying categories include selected Competent Driving Licences, Probationary Driving Licences and Learner’s Driving Licences. 

Eligible individuals receive subsidised RON95 at RM1.99 per litre, subject to a standard monthly limit of up to 300 litres. The programme uses government identity and licensing records to determine eligibility, which is why a person’s licence status can affect access to subsidised petrol. 

What happens after the 36-month period?

Once a driving licence has been expired for more than 36 months, JPJ says the licence holder is no longer eligible for BUDI95. The licence also cannot be renewed through the normal direct renewal process.

According to JPJ’s March 2026 statement, the person will be required to undergo driving competency testing again at a registered driving institute.

JPJ also provides an appeal procedure for certain expired licences. This includes a Competent Driving Licence that has been expired for more than three years. An appeal may be submitted online, in writing or at a state or branch JPJ office.

Approval is not automatic. JPJ states that the Director General has the authority to approve or reject an appeal. A successful appeal may reduce some of the testing requirements, while an unsuccessful applicant may need to restart the normal licensing process.

Drivers whose licences have passed the 36-month limit should therefore confirm their exact requirements with JPJ before registering for lessons or tests.

How to restore your driving licence status

Drivers whose Competent Driving Licence has been expired for less than 36 months should renew it as soon as possible. JPJ states that CDL renewals can be completed at JPJ state or branch offices, Urban Transformation Centres, 1JPJ counters, eKhidmat kiosks and participating Pos Malaysia offices. Malaysian citizens may renew their CDL for periods ranging from one to 10 years, subject to the relevant conditions. 

Before beginning the renewal process, motorists should check the expiry date shown in their licence record. They should also ensure that they are not blacklisted, as this is one of JPJ’s renewal conditions.

After renewing, motorists can check their subsidy status through the official BUDI95 eligibility portal. Those whose licence is still recorded as inactive should contact JPJ for licensing verification or use the BUDI95 assistance channels to request further guidance. 

Do not confuse BUDI95 access with permission to drive

The most important point is that continued access to BUDI95 does not replace the legal requirement to possess a valid driving licence.

A person whose licence expired less than 36 months ago may remain eligible for subsidised RON95. However, that person cannot legally operate a vehicle until the licence has been renewed.

Renewing promptly is the safest approach. It protects continued BUDI95 eligibility, avoids the more complicated process that applies after a long expiry and ensures the motorist is properly licensed before returning to the road.

2. Can I drive to a petrol station with an expired licence?
