Malaysia issued Phase 2 of the National Recovery Plan last week (8th September 2021) and the rule took effect 3 days later (10th September 2021).

For car owners, this was a breath of fresh air as roadblocks in the Klang Valley, which includes the Federal Territory of Kuala Lumpur, Selangor, and the Federal Territory of Putrajaya, were removed for free passage between the three areas.

“The Committee also decided that Selangor, the Federal Territory of Kuala Lumpur, and the Federal Territory of Putrajaya are combined as one same area of infection. Hence, movement between these states is allowed and there will be no more roadblocks,” Prime Minister Datuk Seri Ismail Sabri Yaakob announced.

Dining in at restaurants, local state tourism involving homestays within the state, as well as crossing state borders to meet their significant other for long-distance couples are permitted in Phase 2 of the National Recovery Plan.

Barbers, hairdressers, and salons including beauty salons would be allowed to operate as well.

For states still in Phase 1, some of the restrictions are being relaxed and activities such as swimming, futsal, badminton, and basketball are allowed only for the fully vaccinated. The states in question only include Kedah and Johor.

Recreational facilities are allowed to operate albeit under strict standard operating procedures and are strictly appointment-based. The National Security Council and the respective ministries will issue more detailed explanations for the SOPs
