Malaysia’s B15 biodiesel shift could save nearly 387 million litres of diesel a year

Malaysia’s move towards a higher biodiesel blend could reduce petroleum diesel consumption by nearly 387 million litres every year. A cost-benefit analysis estimates that increasing the biodiesel blend from B10 to B12 or B15 in Peninsular Malaysia and Sabah could reduce petroleum diesel use by approximately 334,139 tonnes annually.

This is equivalent to about 386.73 million litres of diesel each year. The reduction could also extend the availability of Malaysia’s existing diesel supply by up to 20 days. These estimates highlight the growing importance of biodiesel in strengthening Malaysia’s energy security.

Replacing a larger proportion of petroleum diesel with locally produced palm-based biodiesel could reduce the country’s dependence on imported fuel while limiting its exposure to international price fluctuations and disruptions in the global energy market.

What is B15 biodiesel?

B15 is a diesel blend containing 15 per cent palm methyl ester, commonly known as PME, and 85 per cent petroleum diesel. By comparison, the B10 blend contains 10 per cent PME and 90 per cent petroleum diesel.

Palm methyl ester is a type of biodiesel produced using palm oil. When it is blended with petroleum diesel, it replaces part of the fossil fuel content without requiring motorists to purchase a completely separate type of fuel.

Malaysia introduced the B5 biodiesel programme for the transport sector in 2011. This was followed by B7 in 2014 and B10 in 2019. B20 has also been introduced in selected areas, including Langkawi, Labuan and parts of Sarawak. 

The government announced in April 2026 that the blend rate would be increased gradually from B10 towards B15, beginning with B12. The Ministry of Plantation and Commodities later said fuel supply chains, blending depots and petrol stations were prepared for implementation from June 1, 2026.

The transition is being carried out using existing biodiesel blending infrastructure, with the government stating that the higher blend would not involve additional costs for consumers. 

Why could B15 save so much diesel?

The projected saving comes from replacing a larger portion of conventional diesel with biodiesel produced from a domestic resource.

Moving from B10 to B15 increases the palm-based component of the fuel by five percentage points. Across Malaysia’s large transport fuel market, this relatively small percentage increase represents a substantial amount of petroleum diesel.

The ministry estimates that the higher blend could displace more than 334,000 tonnes of petroleum diesel every year. This could preserve existing fuel stocks for longer during a supply emergency and reduce Malaysia’s dependence on external energy markets.

However, the introduction of B15 does not mean that individual diesel vehicles will automatically consume less fuel. Instead, it means that a smaller proportion of every litre supplied comes from petroleum diesel.

Actual vehicle fuel consumption will still depend on factors such as distance travelled, engine efficiency, vehicle condition, traffic and driving behaviour.

Will B15 affect Malaysia’s palm oil supply?

The government has said the biodiesel programme is not expected to create a shortage of palm oil for domestic use or exports. Malaysia produces approximately 18 million to 20 million tonnes of crude palm oil annually. The ministry estimates that implementing B15 would require around 0.8 million tonnes a year.

This represents an increase of approximately 0.267 million tonnes compared with the amount required under B10. The ministry said the additional demand would remain manageable based on Malaysia’s overall palm oil production. 

The programme could also support the domestic palm oil industry by creating more local demand for palm-based products. It may help biodiesel plants that have been operating below their full production capacity to increase their output.

What does B15 mean for diesel vehicle owners?

For most motorists, the change will take place within the fuel supply and distribution system. Drivers are not expected to select a separate fuel type or modify their vehicles simply because the blend changes from B10 to B15.

The Ministry of Plantation and Commodities has stated that Malaysia’s biodiesel quality complies with international standards and is intended to support safe and efficient engine performance. 

Owners of older diesel vehicles, imported models or vehicles with specific manufacturer requirements should still check their owner’s manual or contact an authorised service centre.

Following the vehicle manufacturer’s approved fuel specifications remains the safest way to protect engine performance and avoid potential warranty concerns.

Could Malaysia introduce higher biodiesel blends?

Malaysia has already introduced B20 in selected locations, suggesting that higher biodiesel blends could be expanded further when the necessary infrastructure and market conditions are ready.

Any future move beyond B15 would need to consider fuel quality, vehicle compatibility, palm oil supply, production capacity and the readiness of distribution facilities.

For now, the projected saving of 386.73 million litres a year provides a measurable reason for expanding biodiesel use. It demonstrates how a small change in the fuel blend could reduce Malaysia’s dependence on petroleum diesel on a national scale.
