Malaysia to Crack Down on Foreign Drivers with Unpaid Traffic Fines

Starting this month, the Road Transport Department (JPJ) will begin blacklisting foreign motorists who have not paid their AWAS summonses. This move is part of a stronger enforcement strategy to ensure all road users, local or foreign, are accountable for traffic violations committed on Malaysian roads.

The AWAS system (Automated Awareness Safety System) combines AES (Automated Enforcement System) cameras and the Kejara demerit points system. It targets serious traffic violations such as speeding and running red lights.

Why Is JPJ Taking This Action?

According to JPJ, many foreign-registered vehicles have been recorded committing traffic offences, but their drivers often leave the country without settling their fines. As a result, enforcement has been weak, and road safety compromised.

To tackle this issue:

  • Foreign drivers with outstanding summonses will be blacklisted.

  • They may be denied entry into Malaysia at border checkpoints like Woodlands Checkpoint.

  • This applies to all offences under the AWAS system.

This policy aligns with JPJ’s wider road safety goals under the 13th Malaysia Plan, where reducing road accidents and promoting responsible driving is a national priority.

How Will This Affect Foreign Drivers?

If you are a foreign motorist entering Malaysia, take note:

  • Check for any unpaid traffic summonses online before entering.

  • Pay any pending fines to avoid being denied entry or fined further.

  • You may be stopped at key checkpoints including the Second Link and Woodlands Checkpoint.

What Can Malaysians Learn from This?

Malaysians should also stay updated on their own traffic records. Whether you are driving a local or foreign-registered vehicle, road safety laws apply to everyone. Use the Traffic Camera tool on Motorist to check for known enforcement zones.
