The Rollout: VAMS Moves from Trial to Full Enforcement

Starting December 1, 2025, Kuala Lumpur International Airport (KLIA) has officially moved the Vehicle Access Management System (VAMS) from its trial phase into full enforcement. This pivotal change affects all motorists dropping off or picking up passengers at the terminal kerbsides of both Terminal 1 (T1) and Terminal 2 (T2).

The VAMS initiative, trialled since September 2025, was introduced by Malaysia Airports (MAHB) to tackle the long-standing problem of kerbside congestion. By managing the flow of traffic and preventing unauthorized, extended stops, the airport aims to significantly improve safety, efficiency, and the overall passenger experience, especially as Malaysia prepares for Visit Malaysia Year 2026.

How the 10-Minute Rule Works at KLIA

The core of the VAMS is a strictly enforced time limit designed to ensure quick turnaround times in high-traffic zones.

Mandatory 10-Minute Grace Period

All vehicles entering the designated drop-off (Level 5) and pick-up (Level 3) areas at KLIA Terminals will be granted a maximum 10-minute grace period.

This system, monitored by barrier gates and precise timing technology, tracks the exact time of entry and exit. The 10 minutes is intended only for the swift loading or unloading of passengers and luggage. Vehicles exceeding this limit are now subject to immediate penalties.

Penalty Structure and the Role of Traffic Cameras

With the full enforcement beginning, motorists must be acutely aware of the financial consequences of overstaying. The penalties are structured to strongly discourage loitering and extended waiting at the terminal kerbside.

VAMS Penalties Start from RM10

While the trial period allowed for observation without fines, the full implementation introduces mandatory penalties, starting from a minimum of RM10 and potentially escalating up to RM100 for significantly longer violations. These fines are implemented upon exit if the vehicle's total stay exceeds the 10-minute grace period.
